Title: Military Spending
Preamble: The purpose of this bill would be to temporarily decrease military spending and operations in order to build up our nation's infrastructure, specifically a high-speed rail system that will have civilian, corporate, and military use with oversight by the Army. Once this necessary infrastructure is built the military budgets will be restored along with new standards on not only the service members themselves but also on the technology used by the military notably an increase in stealth tech and an increase in the number and quality of defense technology especially anti-ICBM.
Sell all foreign located army bases to the nation they reside in
If a nation does not buy a base then the base will be sold to another nation at the highest bidder (This will highly encourage nations to buy the bases that are in their nation)
The bases will include whatever weapons, ammo, ordinances, vehicles, fuel, etc. that is not deemed advanced or sensitive to the US military, generals commanding the bases will make the decision on what is sensitive to the US military.
End all mercenary contracts including subsidies/tax deductions and exemptions
End military sanctions of weapons, ammo, ordinances, vehicles, etc. except for nuclear capabilities.
Decrease the Army budget by 70% from $200 billion to $60 billion
Allocate $30 billion to the Navy/ Marine Corps
Allocate $10 billion to the Air force/ Space Force
Allocate $100 billion to domestic programs like the High-Speed Rail System
Once the High-Speed Rail System is created and working as planned the Army’s budget will be returned to normal; the army will oversee the construction of the High-Speed Rail System as well as its maintenance.
When the Army’s budget is restored the increased budgets of the Navy and Air force will remain the same.
The money that is allocated to the Navy and Air force will mostly go towards research and development of defensive and offensive technology.
End military operations outside of the Western Hemisphere and start an operation to build anti-missile, anti-ICBM, anti-Aircraft, anti-stealth, that will cover the US
Build walls, not actual walls, of deep water motion sensors off the coasts to be able to detect submarines and other naval vessels.
