Aquaculture is a new farming technique that has already proven its usefulness in cultivating large sums of food in a short period of time without being a harm to the fish or crustacean population. This technique has the potential of ending coral reef devastation from over fishing along with decreasing the amount of CO2 we put into the atmosphere. Therefore: Section 1: Add restrictions to fishing that is not from an aquaculture farm as seen below. Section 2: Invest in startup aquaculture farms to get the industry rolling and have them located in deep waters near the shore that is also not close to a vulnerable coral reef. Section 3: Congress ought to pass appropriate legislation to decrease the effects of over fishing and to develop aquaculture.1010

By increasing the number of justices we are giving the Supreme Court more support in dealing with cases. Therefore: Section 1: Increase the number of Supreme Court Justices to 13 Section 2: Only Require 9 Justices to hear and rule on a case A. Cases will be heard by either 9, 11, or 13 Justices B. If ten justices want to hear a case either one needs to step away from the case or they need to convince one of the other three justices to hear the case to make sure that only an odd number of justices hear the case.1014

Therefore, Section 1: The number of Senate seats per state will increase from two to three. Given the current total of 50 states there will be a total of 150 Senators. Section 2: The number of House seats will be a ratio of 6-1 of the Senate seats. Given the new total of 150 Senators there will be a total of 900 House seats. Section 3: The populated and organized territories of the US will include 1 non-voting House seat each along with the District of Columbia. Section 4: Given the new number of House seats at 900 and Senators at 150, the total count for the electoral college will be 1,053; three electors from D.C. 527 electoral votes will be needed to win the Presidential election.105

"prosperity, security, and liberty" is a reference to John Adams' 1776 essay "Thoughts on Government" where he lays out a plan with justification for a trilateral government and a bicameral legislature.100

America has only 1 cruise line that is american flagged and it is the most expensive because of the amount of taxes and labor for an American manned ship. Look up the Jones Act and its effects. A suggestion would be to drop the cruise line regulations and expand the Jones Act to encourage American industry and trade.10

AAB-09-004: *Businesses will be mandated to directly pay for the cleanup of the externalities their business creates. -A factory that produces air pollution must pay for services that clean the air equal to the amount of waste created by the business. -A factory that produces land or water pollution must pay for the services that clean the land and water equal to the amount of waste produced by the business. * A business does not have to pay for the clean up of pollution when it is their customers that pollute with the business's product. -Civilians are already outlawed from polluting. *Regulations on sound and lighting externalities are to be determined by state and local government. *Congress shall have power to enforce this bill with appropriate legislation.006

This is to see if the personal data of Americans are going to foreign nations and if so then actions will be conducted to put a stop to it. AAB-12-001: *The NSA will be granted authority to monitor the flow of data from all devices within the nation and of its citizens. -This data will not be used outside of monitoring purposes. *Any data seen going to foreign nations will be investigated by both the CIA and FBI. -The CIA will investigate the receivers of the data. -The FBI will investigate the transmitters of the data. *If either agency finds that data of Americans and American businesses are being sent to foreign governments or foreign businesses then those agencies will make an address to both the President and the homeland security committee to receive executive approval to end the espionage. -The data must have malicious intent behind the transference of data to be tried for espionage. -All technological businesses must allow the NSA and associated agencies to access their data in order to monitor the devices. *Any arrests are to be tried in the court of law on charges of espionage and any other crimes associated with the arrested individuals.008

This will remove debts from the working class, give tax incentives to businesses with a write off, employees with debt will have more to negotiate with employers, and the government will receive revenue. Therefore: Section 1: All medical, educational, and housing debts will be purchased by the federal government. Section 2: An employer who pays off their employee’s debts from the government will be given a tax deduction for the amount of the debt paid for the fiscal year which the payment was made. Section 3: This tax incentive is only applicable for businesses to pay off their own employee’s debts; no outside business can pay for the debts of another employer and receive the deductions. Section 4: Employers can only pay off the debts of their employees with permission from the employee themself and the employee must be present for the transfer or receive a receipt and notice of the payment.0014
