- AAB-02-001: America FirstIn AAC-02: Foreign Policy·January 1, 2020Original Status AAB-02- 001: 2020 In the Amending Congress Date: January 01, 2020 Authors: Mark Shubert Sponsors: Title: America First Preamble: WHEREAS the United States of America has expended a significant amount of money to the rest of the world, money that it could have used to develop domestically the infrastructure that is now failing in order to increase the standard of living of Americans; WHEREAS the United States does not owe the rest of the world anything, if anything the nations who have received aid, especially nations that are now wealthy themselves, ought to send aid back; WHEREAS the United States should end its generous donations to the rest of the world along with most alliances in order to allocate funds to domestic projects; and WHEREAS the United States should only ally itself with friendly republics. Therefore: This bill will divert the United States' efforts abroad and focus them on the homeland. Section 1: Exit out of all foreign agreements and treaties and alliances. Cease all foreign aid to other countries, including to American companies who send aid abroad, eight years after the signing of this bill in order to allow those nations to build up their military and supplies. Section 2: Return all military assets to the States and sell non-movable assets such as bases to the country they reside in. We will maintain naval ports in countries who allow us to have them and we will pay that country but we will not have military alliances with them. Section 3: Return all military assets to the States and sell non-movable assets such as bases to the country they reside in. We will maintain naval ports in countries who allow us to have them and we will pay that country but we will not have military alliances with them. Section 4: Disband most of the US Army but maintain the National Guard and support divisions for times of need such as an invasion or natural disaster. Maintain the US Navy in order to protect US trade routes and both military and non-military assets abroad. Section 5: Divert the funds that would have went to maintaining our current military operations and foreign policy to the Nations infrastructure and all other funds should be cut from the Federal budget and the deficit should be decreased. Section 6: Start our own international coalition where countries who desire military and financial aid from the United States will leave any foreign obligations they may have and adopt the US Constitution. Section 7: After a nation adopts the US Constitution and joins our coalition, the process of statehood for that nation shall begin as follows; A. After the adoption of the US Constitution, that nation will wait two presidential terms, eight years, before starting an annual poll among that nation's voting population. B. That annual poll will ask the question if the population desires to become a state within the United States. C. Once there are four consecutive years where 2/3 of the nation's total voting population votes in favor of statehood then the US Congress's foreign policy committee will examine that nation and determine how many states that nation will become. Regarding the poll votes, 2/3 of the total voting population must be in favor of statehood not just 2/3 of the people who ended up voting. D. After the US Congress's foreign policy committee determines the number of states that the nation will become, that nation's congress will draw the state lines and vote in favor with 2/3 of their congress. E. After the nation's congress draws the state lines in a resolution that resolution will be sent to the US Congress for review. After the foreign policy committee's majority votes in favor of the state lines, a bill will be sent to Congress to admit that nation, and the states it is divided into, into the Union.1179
- New Pledge of AllegianceIn AAC-24: Constitution·February 19, 2025Proposed Pledge of Allegiance with explanation. Written by Mark Shubert I pledge allegiance to the Constitution of the United States of America, and to the Republic ordained by the people, I give my life, my fortune, and my sacred honor, to One Union, perpetually indivisible, with prosperity, security, and liberty to all. I switched the "flag" to the "Constitution." "ordained by the people" is a reference to the Constitution."I give my life, my fortune, and my sacred honor" is a reference to the Declaration of Independence. "One Union, perpetually indivisible" is a reference to the Articles of Confederation, the first constitution. "prosperity, security, and liberty" is a reference to John Adams' 1776 essay "Thoughts on Government" where he lays out a plan with justification for a trilateral government and a bicameral legislature.100

- AAB-13-001: Supreme ReformIn AAC-13: Judiciary·August 31, 2022Original Status AAB-13-001: 2022 In the Amending Congress August 30, 2022 Mark Shubert Supreme Reform Preamble: Whereas the current Supreme Court of the United States requires reform in order to make that institution effective and representative of the people, Whereas the Constitution is established by "We the People" and so their direct representation in each branch of government is necessary, And whereas the President and Senate have abused the Judicial branch by politicizing or postponing Judicial functions by refusing to replace Justices on a timely manner in order to wait for political opportunities. Therefore: Section 1: Increase number of justices to 13 while only requiring nine justices to hear a case. If only 9 justices per case participate then this will increase the number of cases heard by 40% as the combination of nine justices increases. Cases can be heard by courts of 9, 11, or 13 justices, the justices decide how many will hear a case based on availability and interest. If only 9 wish to hear a case then they can and the other 4 do not have to. If the four do not hear the case then they cannot participate in the decision of the court. If ten wish to hear a case they will either have to convince one of the other three to hear the case or one will have to recuse themselves. Section 2: Increase number of circuit courts to 13. Current Proposed Section 3: Have each circuit court, either from the state legislatures or the people, elect supreme court justices instead of the president and the senate is not needed to approve or deny them. At the start of this change, justices will be elected by the state legislatures of all of the states in the respective circuit. The state legislatures of each circuit can change this electoral process with unanimity to a general election within the circuit court. Each state in the circuit can nominate justices and this process should be determined by the states in the circuit. For example, states can nominate the same number of justices or by population so the more populous states nominate more justices. The campaigns of the justices nominated will be entirely funded by the state that nominates them and no donations from people or businesses are allowed to go to the candidate; the state legislature will run the campaign and each of the circuit court nominees will receive equal funds agreed upon by all the states in the circuit. Each circuit will send two people, a justice and a replacement (vice justice), the vice justice will not be able to act as judge until the justice resigns or expires. The justices and replacements sent must be Esquires and have served in any kind of court as a judge not just as a lawyer. Tenure for each justice and their replacement is 13 years on good behavior, once a circuit court elects a justice they cannot be recalled. Only an impeachment by the House and trial held by the Senate can remove justices if convicted. Minimum age for Justices is 45 and the oldest age for someone to become a justice is whatever the minimum age of federally recognized retirement is (currently 62). Term limit of just one term, after serving they will be allowed a seat on their respective circuit courts for life on good behavior so they do not have to worry about finding work after their term on the supreme court. One circuit court will be up for nominating a justice every year. Section 4: Rename the Supreme Court to the Constitutional Court or the Federal Court or the National Court of Appeals or another suggestion that is agreed upon by Congress. Section 5: Removing the President and Senate from adding new justices will help depoliticize the position and also the two other branches will not be distracted from the process of choosing new justices which often takes a long time and effort away from their other duties.3047

- AAB-16-001: HSRS (High Speed Rail System)In AAC-16: Infrastructure·January 13, 2021Original Status AAB-16-001: In the Amending Congress Date: 2/12/2022 Authors: Sponsors: Title: Preamble: In the WHEREAS clauses, describe individual reasons why this bill should pass. End the WHEREAS clauses with “, and” so that it runs as one long sentence until the last WHEREAS clause. Therefore: Section #: Section #: Section # Preamble: The Government should maintain an updated infrastructure in order to maximize civilian movement and safety along with the private sector economy running smoothly and efficiently without having to worry about the supply chain being hindered by outdated and heavily trafficked roads and airways. This will create plenty of high-paying jobs in the short run and if we adopt a faster means of updating infrastructure then there will be lots of ensured jobs in the long run as well. A goal is to have the private sector increase the supply and transportation in order to fulfill an increasing demand; a growing population due to the immigration policy will increase the labor force to increase the supply while also increasing demand which increases the incentive of private businesses to grow and would have the initial investments into this refurbished infrastructure paid back quickly as there will be more cash flow/tax revenue. HSRS The rail lines will further connect the states and will also connect rural areas to cities in order to encourage more growth and development in rural areas while lessening the population burdens of metropolitan areas. The HSRS will have three main purposes Civilian Travel Shipping Military Transport Because there is a military aspect and since the funding will come from the Army’s budget, the Army will oversee the construction and use of the rails to make sure it is running efficiently and safely. The veterans coming back from foreign operations due to the army’s budget cuts will be guaranteed a job building the HSRS at $35 an hour while non-military citizens will be paid $25 an hour minimum. Docks will be directly connected to the HSRS to make cargo shipping faster and more reliable Civilians using the HSRS will pay a flat fee of $20 and can travel to any part of the country This fee will change every four years to take inflation into consideration Freight will be taxed at 1% by the federal government The Security measure will be the same as airports and the TSA will run them. The durability of the rails will be standardized for the entire system so each part of the HSRS will be earthquake, hurricane, tornado, blizzard, flood, and fireproof.2013
- AAB-21-002: Abolition of the Formal Institution of MarriageIn AAC-21: Justice·June 24, 2022Original Status AAB-21-002: 2022 In the Amending Congress Date: 06/24/2022 Authors: Crassus Title: Abolition of the Formal Institution of Marriage Preamble: WHEREAS the government at any level should not concern itself with the relationships of consenting adults, WHEREAS relationships between consenting adults should not be recognized nor receive benefits from the government, and WHEREAS, more tax revenue and a decrease in legal costs will allow for allocating more funding to more serious and respectable concerns such as the raising of children. Therefore: Section 1: The government at every level will no longer issue out nor recognize marriage licenses of any kind. Section 2: Marriage or joint filers for taxes will be abolished, removing the tax deduction for married couples. Section 3: Marriage will not be outlawed, meaning that private organizations, such as Churches, can still hand out marriages, but they will not be recognized by the government. Section 4: Since marriage is not recognized by the government, no private institution can be sued for how it deals with marriages, as long as they do not violate any other laws. Section 5: Regarding property ownership, an agreement similar to a prenuptial agreement, has to be made to clarify to the government who owns what property. Section 6: Having Children will still be a tax deduction and since there are no more joint filers, each single filer can deduct their taxes if they have children that they are taking care of. This way benefits only go to those who have children instead of those who are simply in a relationship.2026
- AAB-09-003: Commercial Port UsageIn AAC-09: Commerce·January 19, 2020AAB-09-003 is a bill that addresses the misuse of commercial cruiseliners and US citizens. Cruises that use US ports and contain US citizens are not protected by US law when out on international waters. This bill will ensure that Americans are protected by US law even when in international waters. AAB-09-003: *Any cruiseliner that needs to use US ports and have US citizens as customers must be flagged in with the American flag which guarantees the passengers protection under US law when out on international waters. -Any cruiseliner that refuses to be under US law will be denied access to US ports. -A cruiseliner may belong to a foreign business and be manufactured abroad but when used by American customers must be flagged in under the American flag. *This bill will be used for any vessel that uses an American port for transportation of American citizens.0323
- AAB-09-003: Commercial Port UsageIn AAC-09: CommerceJanuary 22, 2020My concern with this is that the majority of cruise liners are based in Bermuda and other Caribbean islands because of labor laws and taxes within American shipping laws. America has only 1 cruise line that is american flagged and it is the most expensive because of the amount of taxes and labor for an American manned ship. Look up the Jones Act and its effects. A suggestion would be to drop the cruise line regulations and expand the Jones Act to encourage American industry and trade.10
